Test: TrioAlertCategory severity + dwell mapping

Exhaustively pin interruptionLevel for every category (so a re-bucketing
that demotes a critical pump/glucose alert out of .critical fails the test)
and shouldFireImmediately (only .commsTransient is dwell-suppressed).
